Bastille Day help

We are lucky enough to be in Paris for Bastille Day. Last year we arrived too late to get a space on the Champs Elysee and had to watch the tail-end of the parade on Rue Royale. What time do we need to get to Champs Elysee to get a good view?





Also, are foreigners welcome to go to the Pompieres Balls in the evening or are they just for the locals?





Also, there was one regiment that consisted of men with long beards, leather aprons, and carrying axes. We have never seen anything like them before - can a French person please tell me who they were?
